VL-6.0 Standard. Compiz-Fusion: Missing Title Bar Fix.

When you first install Compiz-Fusion on to a Vectorlinux 6.0 system, you may notice that the
compositing manager fails to display the title bars correctly on the program windows.
There is a simple fix for that and here it is.
